
The Chief Executive Officer has ultimate responsibility for HSE matters within e2v. The overall responsibility for the effectiveness of the e2v policy rests with the Group Leadership Team.
Whilst the ultimate responsibility rests at the highest level, individuals at every level accept varying degrees of responsibility for the implementation of the HSE policy and for ensuring safe work practices and responsible environmental management.
To ensure successful implementation, the positions below have the following outline responsibilities.
Chief Executive Officer
The Chief Executive Officer (CEO) recognises that instilling a positive HSE culture within the organisation is a foundation for its proactive management. It is the responsibility of the CEO to ensure that adequate resources are provided to ensure that the integrity of all HSE systems, are maintained to a high standard.
The CEO is responsible for maintaining the integrity of the HSE policy by ensuring that direct reports have been fully briefed as to their responsibilities detailed within the policy. This extends to:
• Ensuring sufficient resources are available to implement and maintain this policy.
• Ensuring all tenders and contracts are adequate to allow for safe working methods and work equipment to avoid injury, damage, wastage and environmental incidents.
• Setting personal examples when entering areas deemed as high risk by, for example, wearing appropriate personal protective equipment.
• Ensuring all accidents and environmental incidents are recorded and investigated.
• Supporting the HSE teams in relation to programmes and procedures implemented.
Group HSE Manager
The Group HSE Manager is responsible for managing the HSE Management Systems to ensure all statutory, legal and Company requirements are met.
Managers/Team Leaders
Each manager is responsible for the effective management of HSE within their areas of accountability in particular this includes:
• Ensuring any relevant policies and procedures are adopted and are clearly communicated throughout their teams in accordance with e2v policy and statutory requirements.
• Setting personal examples when entering areas deemed as high risk by wearing the appropriate personal protection.
• That all accidents and environmental incidents are correctly recorded, investigated and adequate controls implemented to prevent a re-occurrence.
• Ensuring that decisions made are consistent with this policy.
• Ensuring that safe systems of work are implemented.
• Enforcing PPE requirements
• Ensuring that staff are adequately trained for the tasks they perform
• Monitoring premises and work equipment, reporting faults where necessary.
• Identifying and reporting HSE related problems and issues.
HSE Team Members
Each LBU HSE team member will assist the Group HSE Manager in maintaining the effectiveness of the HSE Management Systems. This includes but is not limited to:
• Ensuring the policies and procedures are adhered to.
• Maintain a listing of those with key responsibilities
• Ensuring that safe systems of work are established within the LBU
• Ensuring that premises and equipment are adequately maintained
• Ensuring that risk assessments are completed and reviewed.
• Ensuring that adequate HSE induction and refresher training is provided.
All Employees
It is the responsibility of every employee irrespective of grade or level to:
• Comply with and support the HSE Management Systems
• Exercise reasonable care for their own health, safety and welfare and for that of other persons who may be affected by their actions or omissions at work.
• Co-operate with the promotion, implementation and maintenance of HSE measures and systems in place
• Ensure whilst on e2v or client premises that they do not wilfully or recklessly interfere with or misuse any means, appliance, convenience or other entity provided for securing the health, safety of welfare of the persons employed.
• Bring to the attention of the management of either e2v, or whilst employed at a client premises the site contact, any non-conformance that may affect the integrity of the HSE policy.
• Correctly report all accidents/incidents or near miss incidents that occur on either e2v or client premises whilst employed on company business.
